This is just pure speculation on my part but James Gunn mentioned in one of his Q&A videos that he was consulting for the Cosmic MCU and that Nova MIGHT be one of the properties Marvel Studios is interested in (but didn't want to specify anything).
So if this wasn't a case of Marvel Entertainment and Alonso getting fed up with Sam's title not selling that well and wanting to try their hand on Rich again then maybe someone in Marvel Entertainment got told that Marvel Studios wants to do a Nova movie with Rich and they decided to bring him back.
That said I don’t think Brevoort hates Rich as much as he likes to troll people, Brevoort after all was the reason why Rich got a solo post Annihilation instead of the Guardians (who got theirs after Conquest) because Brevoort found Rich to be more interesting.
I guess he just wanted Sam to not have competition and because of Loeb but as much as I love Sam he's not selling.
Just saddle him with Rich on a title and a good writer and that shit will make everyone happy.
