Babs is second best because she's mostly competent but is highly annoying.

There are between 3 and 5 batgirls, depending on how you want to count them. The first was Bette Kane, who was introduced in the 50s with the original Batwoman. She didn't stick around long and Bette was later retconned as Flamebird. By far the most famous is Barbara Gordon who was simultaneously introduced in the show and comics in the late 60s and she kept the title until 88 with her crippling in The Killing Joke. After that there was a 10 year period where there was no Batgirl and Barbara Gordon was known as Oracle. Then in 99 during NML the "third" Batgirl was Helena Bertinelli AKA Huntress for an extremely brief period of time before handing the title off to Cassandra Caine who kept the title until 2009 (though stopped showing up in books a few years before then) when she gave the title to Stephanie Brown AKA Spoiler. Steph was Batgirl until the New 52 reboot when DC made it so that Barbara was always the only Batgirl.

Babs' eh I prefer her older stories (Year One, the arc in Batman Confidential, and a few others) than the new ones. The only new one I enjoyed was the Endgame one-shot, mostly because it was a "silent" issue.
Stephanie wasn't bad, just that the writer didn't exploit what made her truly tick, barely combed the relationships she had with Tim and Cass, and instead it was more team-up with ____. Though to be fair her team-ups was what made the comic fun plus the dynamic she had with Damian, made the little monster endearing.
But, Cassandra. She was truly the best.
