You buy in-game currency to buy stuff in the store with (and sometimes you can get the currency for free, but in smaller amounts than you can buy). Most of it is just extra items you already get from Pokespots (landmarks on the map you can farm for items every 5 minutes if you're near them). The only things of note increased space for Pokemon and Items.
There's nothing you need to spend money to get, and you can't spend money for a Pokemon or to get stronger. It's pretty non-scummy, you can play the game without feeling like you need to buy shit.

No, it's more like all the parts about Saitama is parody but OPM has an extensive cast of heroes and villains with a great deal of focus on the setting and many unique side characters. Right now the most interesting parts of the manga are focusing on the Hero Association, the S class heroes and Saitama's ever growing group of acquaintances. Not even close, Saitama is completely indomitable to an extent that even he can't begin to comprehend but is otherwise one of the most passive, boring, average guys on the face of the planet. The whole dynamic of his character comes from being the most powerful entity of the universe but he carries about like he's just some guy trying to live his mundane life, even when dealing with the most famous heroes on the planet or unstoppable intergalactic warlords he treats literally everything like he's going to pick up his dry cleaning or going to the DMV to get new tags or some shit like that. The heroes in the association are like 90% normal people in costumes, but once you get to A-class you start encountering legit super powers. Fubuki not withstanding since she's only B-class by choice.
Most A-class are fairly weak as far as super powers go though, they're not that much more powerful than ordinary humans when you get down to it. The real power houses are the S-class, but even most of them don't have real super powers.
