Only one I can think of is The Battie Chan Adventures version where the Penguin was from an old money gotham family that lost their fortune and he turned into a globe trotting sleazy anti-Bruce Wayne, more than a reflection of Batman. Which, frankly, was an excellent version of the character.

Batman adopts a few strays from broken homes to help them become better versions of themselves and grow up into functioning independent heroes.

So the basic idea of Batman is that he's the best that humans can be. Thing is, this was already done in pulp fiction through Doc Savage, who unlike Batman, would kill and surgically alter his villains to remove them as threats.
Bane is a play on Doc Savage. He has a similar "trained by an army of experts" background and doesn't shy away from chemical enhancements, just like the Dog. Plus, when he finds a true enemy, he doesn't shirk from removing him as a threat.
Also, poor writers went out of their way to have Bane and Bruce consider the possibility that they might be brothers.
