You're only looking at parts of the statistics.
Yes blacks are 12% of the whole population. But there is a much higher number of people within the black population living under poverty than people within the white population (stateofworkingamerica.org/fact-sheets/poverty/).
And the rates of violence for whites and blacks within a given socioeconomic group are close to equal (

So the only reasonable conclusion is that more blacks commit violent crime because there are more blacks under the poverty line. "Just the facts".
