The whole point of Jimmy's character in Supergirl is that he's grown out of BEING that character even though the whole world thinks he still is. He used to be a scrawny kid who was Superman's pal getting constantly into trouble, he's probably seen some real wacky shit--seriously, James at some point something weird out to happen and he should step up "Oh what, you've got your mind swapped into a gorilla? I got this!"--and now he's moving into adulthood, finding his own identity. That's the theme that the show hits on plenty and you'd have to be a dense idiot to miss it.
Smallville's Lex is the same thing in reverse, except that the show's own mythology fought against the gravity of the comics to make its Lex into his own character as things developed.

He was really a pretty good Jimmy, and he & Winn make a good support staff for Kara.. Romance was tacked on as fuck, though. Maybe it's just because Ali Adler is a lesbian, but the het relationships in Supergirl were just so flat across the board, while the female relationships were uniformly brilliant. Basically, it's on a similar level of "No homo" as Civil War and X-Men: Apocalypse.
