What is the authoritative vision of Gotham City and why is it Tim Burton's?

Burton's were great, especially the Returns one, but I think the TAS one where the city was more art deco (they dubbed it "Dark Deco") in look and tone really captured it.

There's a lot of things I don't like about Burton's Batman films, but the setting isn't one of them.

it's called great, cohesive art-design
I think Arkham series would have done a good job
