Well, I know that, at the beginning of Robin Hood, they do say that "This is just the animal kingdoms version of the story" but just as, in real life, the story of Robin Hood is heavily fictionalized, but still based in truth, why not say that it is a common story within the Zootopia universe.
I would dig them having the movie playing in the background somewhere and it turning out that Disney's Robin Hood is essentially the Adventure's of Robin Hood of the Zootopia universe.

Preds were supposed to be forced to wear shock collars in the earlier version of the film. The main plot was supposed to be Nick pursuing his dream of owning an amusement park exclusive to predators.
After Disney realized how broken the world is with the collars, they removed them and put more backstory in Nick's point of view with stories of him and his dad. Then they realized that the film isn't fun at all on Nick's point of view with his noir backstories so they decided to switch to the bun as the protagonist which is why we have this cheery Disney film we have today.
Might as well check out the Imagining Zootopia documentary, a lot of interesting stuff with their history on making the film.
