It really depends. Toei's mostly shit at scheduling/takes on too many projects at a time (SMC S3 looks good because it was wayyy ahead of schedule, to the point where some animators had no idea what episode they worked on by the time their stuff aired) and the Filipino branch does have some talent, it's just that the Japanese branch relies on them for last minute animation so they're a overworked, stressed group.
A Ladybug anime by Toei would've looked fine, since they would have had a decent schedule to finish animating an entire season before it airs for an international broadcast.

I think of generals as threads that are always up, with a new thread being created as soon as the old one dies. I mean Hawkmoth only has so much control over his minions in the first place, they generally just cause terror to attract Labybug and Chat Noir to them while working on their personal goals
For him to have an Akuma that patiently waited and then attacked a random old man that he told them about instead of presueing its own goals would be something very different from what we have seen so far
Also Master Fu might have more power other than just what he gains by using the Turtle Miraculous I mean he managed to live for 186 years and magically healed Tikki
Hawkmoth would probably win if he was able to create an Akuma he can control fully or at least more than any we have seen yet and if he came himself to back it up, we haven't seen Hawkmoth fight but at the very least he probably has the same super strength and agility that Ladybug and Chat have as well as whatever his magic cane does

Personally I just assume that Ladybug and Chat still have good and bad luck powers, Chat constantly gets screwed by his terrible luck while Ladybug gets off easy all the time
