NOW, as for speculation; she probably isn't playing Gwen. She's just another minor character who, like all the other young supporting cast members, in all likelihood will never be seen again in the MCU after this movie. I suspect she'll be in one or two scenes at most and will probably only have one line of dialogue.

Sure seems like it. I think since they're unlikely to physically deage main Spider-Man into being a teen, they probably intended to make this to have a teen Spider-Man book since Ultimate, MA, and others aren't around.
They probably just made up all that crap about Spidey being in canon just to attract readers, but if you look at how Spidey's Peter looks similar to Tom Holland then you'll see what they're really doing.

True, it is speculation. But it's not something easily dismissed. It's very likely that she is minor. We have young actors who are somewhat notable (famous even) in supporting roles who will probably only appear in this movie. Why would some underage no-name hired on the cheap be given a role lasting multiple films over other young actors who wont? Literally everyone in this movie except for Holland, Tomei, Downey Jr. and possibly Keaton (assuming his character doesn't die somehow) is a one shot disposable placeholder cast for when they move on to the noteworthy famous supporting cast of Spider-Man lore when he goes to college in the sequel.

No. Phase 3 only has one Spidey movie. It comes out next year. If we are to assume he's a Sophomore in Homecoming, then by the time the next movie comes out, he'll be in college because Marvel's movies supposedly progress in real time. Homecoming will take place in 2017. Phase 3 ends in 2019. 2018 and 19 are his Junior and Senior years. So when Phase 4 starts in 2020, he'll be in college.

it's not like adult actors where they can just hang on until they go into golden time; there are very strict guild rules governing how child actors can be used, and that goes way back; people take it seriously
what happens off the set - that's none of the guild's concern; on-set, you stick to the rules or you don't work, and if that means the director gets blacklisted, that's what happens
nobody is above this shit because it's literally impossible to hide who was on set for how long each day without submitting falsified accounts for the production and hundreds of contractors working on it, and nobody's dumb enough to risk their livelihood so some kid can get a full adult day in
