Take for instance Mad Hatter. I feel like theres a good bat villain there but his motivations/characteristics are just so inconsistent. What other characters come to mind and how would you fix them?

Personally I think making him a partner of Anarchy would be good. A second of command before Anarchy is revealed.
Give him a genuine spin on "burn everything, start again." Have the pyromania to the side.

Alot of Bat rogues need to more directly tied to the batfam divided out .

I liked Brubaker's Black Mask...a sarcastic, sadistic weasel-person who overreaches and gets his ass kicked. It's a lot better than the typical "smug puppet-master" those characters generally end up as

Maxie needs power armour, big golden stuff that bulky stuff. Give it a purple cloak and a helmet like a greek opera mask. maybe give him a thunder staff as well.
Sentry is my main example, I mean - there was some hope with what Remender was doing, but they screwed up again.
Turn him into a supporting cosmic character in style of Surfer during Annihilation and shortly after. Kind of Deus es machina, but used scarcely enough to not get annoying.
