He didn't do that. He chose a side. If he was to ACTUALLY stop it, he wouldn't have taken a side but have worked to prevent the conflict entirely, instead of just doing what his masters told him to.
Arguably, the conflict only became as intense as it did because of his involvement. The Soviets probably weren't genocidal so much as trying to take him out of the picture, knowing full well that he would intercept the nuke and try to divert it, and hoping that in the confusion from the EMP and the blast itself maybe they could re-establish their footing. Why else would they use a Coldbringer? Because no REAL negotiations could happen as long as Superman is in the picture - it would be "Do what we say or our friend will beat you up." Because that's what Superman had been doing - playing the role of personal enforcer for the US.
And in no way is the US government shown to be less corrupt than the Soviets, we just see it firsthand. Not!Nixon clearly only cares about Superman as a tool he can use, and Superman lets himself be manipulated into helping him pursue an imperialistic agenda that can only bring MORE CONFLICT. Superman KNOWS, he fucking KNOWS he's being setup against Batman not because Bruce is wrong, but because the government wants him out of the picture for less than noble reasons. Bruce even says -

Look, Corto Maltese is fictional Cuba here, and any of the American news coverage is probably going to less than honest about what the Soviets are going to be doing during the fucking Red Scare.
What we actually know is that the Soviets are on Corto Maltese, but not why they're there(most likely the same reasons that they were in Cuba), whether or not they had an alliance with Corto Maltese(overt military action in the same hemisphere as your sworn enemy isn't very cold war-ish), and that the US responded with military straight away. It's like a less restrained Cuban Missile Crisis, because the president knows he's got an ace in the hole.
