Besides the substance of a god should not be held in simply its worship but its station and the fact remains the Abstracts and ToAA are where they are for reason not just belief.
ToAA has also spoken with Peter and others as necessary, or allowed by the writer, so he intervenes just fine. He just doesn't hand wave everyone's problems considering the multiversal scale he operates on is a little bigger than the issues a few people are having in a small city during their fleeting lives.

Fact is, ToAA is not a god, it's something beyond that, and it doesn't have a faith or any real response to worship.
Thor, Hercules, Hera, etc are gods.
USAgent claims there is one god. In the MU, there are many. ToAA is above everything, but Olympians, Asgardians, etc are explicitly divine.
