That's the thing, we don't need him to keep coming back. If someone has an idea of how they can take him further, THEN bring him back, don't use him just for the sake of it.
Plus, one of the purposes of the New 52 was to do away with bloated character histories, and Freeze is the perfect example of someone who'd benefit from just being put back at the start.

Heart of Ice is a great story. It makes Batman's rogues more sympathetic. But it is true, it makes him quite a one note character.
The problem with this story is that while it tries something different it:

I am all for change characters. But it wasn't a good story.

But Freeze was perfect as he was. He's not a guy who needs to show up every three months with a new wacky scheme to save Nora, maybe he shows up once every five years because of some new scientific breakthrough. He didn't need to be reset, just handled better. There was nothing to fix, just things to ruin.
Don't forget Johns ruining Joker and Batman

Actually, because of Rebirth it could work. Freeze's time and love with Nora was taken by Dr. Manhattan, but let's say because of his time in Limbo during Animal Man or his cold nature (whatever comic book bullshit excuse) he keeps all his memories while everyone else thinks he's crazy.
