Well, but Beast held Maurice in captivity in the dank dungeon despite him having developed a really nasty cough and needing medical attention. Belle even states it out loud - "please, he could die", and Beast doesn't give a shit, stating that Maurice is his prisoner and won't be released.
So Beast locked Belle's father, the only family member she has in the world, in a dungeon out of spite, just for seeking shelter from the storm and the wolves that attacked him, despite knowing very well the captivity was in the process of killing him and would very likely result in his death if continued.
But as soon as he saves Belle from the wolves and acts nice and silly and gives her some books and says "I love her", this is all completely forgotten and he's now ideal husband material, because love changed him tralala.
So yes, I do think it's somewhat similar to Hans locking Anna in a room despite knowing she's in the process of dying of something he didn't cause (Elsa's curse). Worse, even, since Maurice was just fine before Beast locked him in a dank dungeon with no dry clothes which likely resulted in the possibly life-threatening illness, while Anna was already dying from Elsa's curse when she reached Hans and there was nothing to be done. Sure Hans was an asshole to her about it, but Beast was also an asshole, first locking an innocent man into a dungeon for the rest of his life just for politely seeking shelter from the wolves and the elements and then being rude to Belle and not letting them say goodbye etc.
It's a question of perspective and how it's presented in the narrative. Essentially, it's all up to whether or not Disney wants the asshole in question to be love interest material or not. IF they decide to redeem Hans instead of keeping him as a comedic loser villain, an attempted murder of a family member via neglect isn't going to stop them.

Most villains have been way worse and done much more heinous crap, but because they were shown scowling villainously at the heroes already on the poster or at the very least within their first 2 minutes of screentime, everyone is fine with that because they expected them to be villainous and they fulfilled those expectations.
Hans fooled not only his co-characters but also the audience itself. It's a personal betrayal, so a lot of the audience took it personally. The other villains didn't make them feel personally tricked and betrayed, so they think Hans is absolutely THE WORST and should never be redeemed ever for LYING TO THEM I mean lying to Anna like that

It wasn't just about the feeling of personal betrayal though. The narrative flat-out lied to the audience by having Hans grin under the boat sweetly without any witnesses. All of his actions contradicted his ultimate motive; deflecting the arrow was the greatest example of narrative dissonance.
At least with a weasely imagination one can retcon Hans's motivations.

I think that Hans' motives and goals were just muddled, he came in with the intention to marry to the throne whatever it took and then his goals just evolved with the changing situation, till he decided to bypass marrying altogether and aim for the throne all alone when both sisters seemed to be done for and the nobility was telling him that he's the only one Arendelle has left.
He smiled sweetly under the boat because he was genuinely taken by Anna during their first, brief meeting - he'd come to Arendelle ready to marry whatever hag they were hiding in the closed castle if that's what it took to get the throne, and had just found that instead, he could marry the very attractive 1st-in-line princess and work from there. But the more time he spent around Anna, the less he liked her, as is shown by his expressions during LIAOD which are noticeably fake ("that's what I was gonna say", for example). He kept Elsa alive at the ice palace because he didn't know what to do and Anna was missing so he thought that he might still marry Elsa if Anna turned up dead. He tried pleading with Elsa, but when it was obvious she couldn't control the frost and would have to die for Arendelle's sake, he looked sad, as he did when he realised Anna was going to die from Elsa's curse.
He acts sort of logically. He tries to react to the changing situation, doesn't shy away from killing but tries to avoid it when it's unnecessary, was initially attracted to Anna but hated her whimsical reckless quirkiness, and is ready to do whatever it takes to get to a throne, either through marriage or assassination.

I actually agree with your views. This is one way Frozen can be doctored. Prince Hans was initially smitten by Princess Anna as she stroked his ego, but her undignified behavior such as sliding in the halls in their stockings irritated him. Princess Anna was completely inconsiderate of Prince Hans & she seriously deserved to be told that nobody loves her when she comes back expecting a kiss will be the cure-all to her problems.
However, I think he was quite aware that Queen Elsa disliked him. If one watches Prince Hans as Princess Anna drones on about the nupitals in front of Queen Elsa, it's clear he has eyes for her. I think Prince Hans did have feelings for her & hoped that he could still woo her based upon how well he reached out to her at the summit siege. Unfortunately, Queen Elsa has been stunted in her social maturation & other personal aspects & was too consumed by her powers to reciprocate any interest. She is so consumed by her own problems that she came off as inconsiderate during the dungeon discussion, which is where Prince Hans scrapped any hope of pursuing Elsa instead.
Still, I do feel that the events in Frozen will do good for Prince Hans's character. Prince Hans needs to learn what love really means & redeem himself before a relationship can progress.
