because character design is supposed to tell you about who the character is. With humans and animals, you're constrained by their species and the correct way to depict that. You can't stray too much from the accepted model so you're limited in how you can convey your characters traits.
Wall e was a robot. In that case, they could draw essentially anything.You want to show he's a not really cool or super strong- he simply a box. You want the audience to connect with him despite not having any dialogue-- give him giant lenses for eyes. You want the audience to think he is a little bit nerdy, put those lenses in a larger camera so it looks like Woody Allen Glasses. You want to show he's really strong and not some wimp-- give him tank treads. You want to show that he's a bit down on his luck-- make him literally be a trash compactor. How many other characters would you be allowed to depict that way and have it work?
Wall e has the perfect character design because every aspect of his design further illuminates his character since Pixar was bogged down by the implicit constraints usually required on drawing human or animal characters, that they have to look like humans or animals
