im curious about this too.
my guess is they arent sure how to characterize him. He's literally the beta Mickey. But most of his early appearancers are very average cartoonfare for their time, not enough to really give him much personality, and I figure they want to characterize him as true to Walt's original intentions as possible, which is difficult. Establishing a voice for him too, is a challenge, since he's never had one.

Man, Epic Mickey is such wasted potential. I enjoyed the first game despite its problems (I should probably play it again), but was really disappointed to hear how bad the second game was. Now nothing more will be done with the concept. Oswald is great in them at least.
I still feel like Epic Mickey would make a wonderful movie, though.
The Mickey shorts are awesome, too, love most of them. Just recently saw that Hawaii one, loved it. Shit, I'll have to rewatch them all and pick a favorite, though Dog Show sticks out in my mind.
