Unless he really is writing a comedy comic where she'll be a complete ditz going full retard Hall with her constructs, turning only partially invisible or only turning her clothes invisible, missing her teleportation by miles figuratively or literally, and getting stuck in walls or phasing trough her clothes when phasing.

You would phase to get through something or let something go through you. With teleporting you can teleport past the obstacle and teleport out of an objects path. The only time you would need phasing is to reach through an object to touch something inside it, which would be rare and you can probably involve teleporting to do it anyway.

The invisibillity might be flawed to only be a blending version, a la Predator. Which is still all kinds of great but... The Phasing might have sharp limits too, like it's great in dealing with physical objects and going through walls / doors, but energy could be down right lethal to the person in that state as opposed to just being in a normal physical body.
The teleport might be limited to Line of Sight only for destinations. And the Quantum Constructs might only be as strong as wood and/or limited in size or mass.
Speaking as a gamer, I could make a Power Level 5 (street level) version of this character easy as hell in Mutants and Masterminds and it would be a lot of fun, but I'd get my ass kicked by Daredevil in a dense urban environment.
Powers are only open ended and cosmic when someone says they are.
