This is basically it. She is pretty damn amazing an competent to be an non-superpowered force to be reckoned with in this world. And she is morally ambiguous, an antagonist no doubt, but also not "evil." People often like that, it's interesting.
I don't know why everyone else likes her (if they do) but I've always liked her because she's a normal human.
She doesn't have superpowers, she doesn't look like she just left the island of Greek god bodies, she's not even a super intellect like Lex Luthor.
She doesn't even always know right from wrong.
She's human.
Her power comes from governmental authority and the guts to not be afraid of superhumans. That's it.
There should be a hundred supporting characters like her, but there aren't.
So she becomes a rarity: a human amongst the crazy god power cape people.
That's something of value.

She's a normal person in a world full of literal gods and super powered psycopaths, and she tells them what to do. She takes no shit, she's morally ambigious, and half the time, she's right. Plus she doesn't look like she was sculpted out of clay. Not to mention CCH Pounder has an awesome voice which makes the animated version of her even better. On top of all of that, out of all the govermental characters in DC and Marvel, she's probably the only one who actually gets shit done. That and she has no problem blowing a guy's head off if he tries to fuck around.

he had contingency plans in place just in case a hero either turned evil or died.

She's easily my favorite DC character next to Constantine.
