The show had a strong philosophy that it doesn't matter what's under the mask, for the heroes or villains. I think shading out his face was because they wanted to do the symbolic mask-breaking and suggest that whatever was underneath isn't important. It ended up having the opposite effect on people.

Ignoring OP's bait, was this technically the first time Deathstroke/Slade showed up in animated form? I can't recall any past iterations of him in which case already made this show cooler in hindsight, especially after doing a Judas Contract adaptation (even if Terra's design wasn't as cute as the comics ironically enough)

That and the implied Batman connection with Dick/Robin made it clear that this was essentially his own indirect way of fucking with Batman which makes sense. Honestly this never occurred to me at all.
But even as a kid I thought it was strange how out of its way the show went to not mention secret identities or other DC characters. Without knowing any behind-the-scenes rights complications, I just thought there must be a good reason and wouldn't have assumed Batman for anything.

As a kid who was never huge on comics I can honestly say I never knew who Deathstroke was and I assume a lot of kids who watched that show didn't know much either so it really was a mystery at that time. Madam Rouge seemed much more skilled and spooky compared to the other villains they've faced. Plus I kind of liked how her stretch powers were probably the best I've seen in combat, next to Mrs Incredible.
Also found it kind of funny that while Jinx had the strongest powers IMO, she constantly got defeated by the Titans, yet was the only one able to actually hurt Madame Rouge.
