I think that line was somewhat referring to the politics involving the Diamonds, since the courts could be considered as somewhat of a network. We've only seen two Diamonds so far and they seem like cold rulers, but they probably have their own shit to deal with rather than being villains for the sake of being villains.

This reminded me why I want to see a human villain in the series. Someone who has it out for the Crystal Gems, and wants to see them suffer. Perhaps someone who lost something or someone because of them. Or maybe they see them as a threat. Or maybe, just maybe, they're just afraid of these warrior women from another world. Because really, one of the only things that could be about as intimidating as the things up in space, is what is down here on Earth. Waiting...

There are no villains, just misunderstandings and differing viewpoints.
Gem Empire was a loss confederation under the 4 diamonds.
Yellow Diamond wanted all the power and tried to consolidate.
Pink revolted and was destroyed. Revolt continued on with her favorite general Rose Quartz.
Blue doesn't care as long as she gets to keep her court and lifestyle.
White lost Homeworld but probably is holding out against Yellow with some of her worlds.
Yellow overthrew the Empire because of some external threat that is wiping out Gem worlds. Thus causing the huge strain on manpower and the need for converting every planet they can into more Gem soldiers and Super Weapons.

The real thing they could show through a human villain is the fact that the Crystal Gems' understanding of humanity is extremely limited and naive. They chose Earth over the homeworld and can never undo that decision, but they made it while looking at Earth through, no pun intended, rose-colored glasses. Humans are not better than gems; in fact all evidence seems to show that humans are much, much worse. After all this time they still have seen nothing of the dark side of humanity, things that would make the most "evil" gem draw back in disgust. The Crystal Gems have wasted their lives on a lie, and they need to consider whether a world with humans is really better than a world without them.
