That said, 'power levels' are one thing, and acknowledging just how far beyond one character is another isn't that. Dismissing power levels as a way to 'rule' who wins in a superhero fight doesn't mean a cop should be able to punch out the Hulk, because fuck power levels.
Figures like Hulk and Thor are supposed to be as far beyond most average powered superheroes as they above humans. The same way Superman is above Batman physically.
For all it's faults, Age of Ultron (MCU) did it right. It showed how easily Thor can manhandle Tony, in a scene a little like image related. And it also showed that when it comes right down to it; beings like him really are on another level, taking a beating from powered-up Ultron as a diversion and only taking a few bruises, and tanking the final explosion.
As much as I dislike Whor as a concept, the OP images shouldn't even be a fight, if she is anywhere close to Odinson in strength and skill. (Which she really, really shouldn't be on the latter, having been a human without thousands of years of training and experience.)
It's also the reason Thor and Hulk had to be elsewhere in Civil War, because both would have been with Steve, and it would have trivialized the other side. It's also why Vision was mostly neutral.
Can Vision actually take Hulk or Thor in a fight? They talked him up in AoU.

In his defense: Even a second rate Silver Samurai is a far better fighter than Jane Foster. If he had the original 'can kill wolverine magic death sword" he could plausibly be a problem.
Logical the way to take out Jane Foster with the powers of Thor in the most cost effective way is hire Taskmaster with a adamantium butter knife, Bulleye with a vibranium spoon or have the Wreaking Crew hit her in the head until she dies for some mysterious reason.

Power levels aren't the issue.
Privilege levels are.
A white male patriarch is more privileged than a white wonan so Tumblor easily bears him.
But a male person of color is only slightly more privileged than a white woman so she had difficulty beating him.
If she fought someone with as little privilege as her such as another woman (no one is less privileged than her) then Tumblor might lose.
I would buy this book if it was literally just the art.
