Maybe someone here remembers this cartoon character:
He is a villain professor with a big bald head.
His head opens up sideways revealing a big set of teeth and tongue within.
(pic related) you can see the line of his headmouth while it is closed.

It was an animated series maybe similar to X-Men.
The character was a part of a villain group, but I don't remember any other members. He was not the leader if I recall correctly.
