Annihilus was made part of the Council of Worlds in Bendis' Guardians of the Galaxy, and Bendis is busy setting Annihilus up over in GotG for Annihilation II. Also, Annihilus wasn't able to open the portal on his own. The Council opened the portal for him as a last resort.
