Hank got out of the fines because he successfully proved in court that the tape he supposedly rented hadn't yet been released when the system claimed he took it out. So I doubt Bill had it either; he just watches enough porn that he knew what Hank could use to prove his innocence.

Yeah, Bill was just a hypocrite in this episode throwing the finger of shame Hank's way when he got mail bombed by the adult entertainment industry.
But in the end his efforts and acquired knowledge allowed Hank to prove the fault of the video store's system in the small claims court.
