Gerald is both the best and worst thing about the movie. His first appearance is so sudden and bizarre that it's uproariously hilarious, but at the same time, he's a character that exists solely to be mocked for his dumb appearance and behavior, in a movie who's message is that you shouldn't judge people by their disabilities or something, and at no point in the movie is that fact recognized. Seriously, what's up with that?

No, the joke was that the sea lion's reaction to him seem totally out of left field, totally unjustified, and completely out of proportion. He was obviously oblivious to their hatred of him and didn't do anything to them. They were just obsessed with keeping this particular sea lion off their rock.
