Cartoons from the 1900s through 1910s were very primitive.
1910s-1920s were building up to the golden age
1920s-1950s rise, peak, and wane of the golden age - the best cartoons from this period have unrivalled mastery in both technical skill and creative output
1960s to 1970s - practically lost decades with very few exceptions
1980s - toy commercials, beginning of the renaissance
1990s - rise, peak, and wane of the renaissance
2000s - transition
2010s - normalization. Quality and style of the cartoon no longer depends on the decade, we have cartoons in many styles and normally-distributed quality (approximately)

You can't lump "pre-1997" all in the same catefory. You can't even lump "1990s" or "1980s" in the same category.

Back in the 30s and 40s cartoons were made to entertain and express a revolutionary art form. Nowadays cartoons are just dime-a-dozen shitfests designed to pump out low-quality garbage to save money and still get high ratings for their networks.

For all intents and purposes, traditional 2D animation is dead, especially here in North America.
