I think Fred's story is the saddest (or at least the saddest one that specifically involves the kid's parents abandoning them), but all of the parents we've seen so far have been so awful that it's hard to say who somehow manages to be worse than the others.

All of their parents are terrible for letting them end up there. Unless someday we find out someone was sent there by mistake and has parents that are coming to get them. I think the campers all dream that that someone will be them.
More importantly, we don't know most of their backstories so it's hard to judge. We know some details of Malachi's past, for example, but not the specific reason he was brought to camp.

Yes, but most of the backstories so far have some kind of straw that broke the camel's back, a specific incident that prompts the parent to tell the kid to get in the car and then they drive to camp. Malachi probably has a story like that which we just haven't gotten yet. Most concerning is the way the comic opens, with him writing a letter home, and apparently he doesn't remember being dropped off. I want to see if anything would happen if Malachi tried the elephant candy.

It's all enforced by curse. No one organizes the supply drops, unwanted things just find their way into crates that then get dumped out of passing airplanes. No one involved really knows why they do what they do.
Neither do the parents of the children left at camp. No one makes a conscious decision to dump their kid into the Limbo. No conscious decision is necessary. They just take a drive one day, and leave the kid at the gate, and then rapidly forget the kid ever existed.
The reason Seventeen's family knows what they're doing is that they're standing one foot in oblivion already, living on the periphery of civilization. No one particularly wants them, and although they might be able to claw their way back if they made a genuine effort, they're as much part of the camp as the real world, and slowly sinking deeper.
