Villains are the true heroes of comics.
Without villains there is no conflict, and without conflict there would be no story.
If you write a Batman story with a predictable villain, then the story would be boring and nobody would give a fuck. But if you write a villain that actually challenges Batman and makes you feel something then people will love it.

- He's not. It's just a bullshit argument some writers/fans made to make the Joker seem more interesting because he's actually quite boring.

- There have been stories about Batman's supposed insanity and what it means. But that's just one type of Batman. Morrison's Batman is very rational, in control and trained. He's more like a Navy Seal soldier who takes matters into his own hands trying to bring about positive change.

- It's comics. Deciding to live in Gotham would be insane in the real world. Spoiler alert: it's not real.

- Superman is overpowered because that's the point. He's the one true hero who'll never let us down. Read All-Star Superman.

- Because comics/multiversity.

- Batman doesn't find the Penguin to be attractive enough.

Joker pretty much hits the nail on the head for anti-social personality disorder. Not only is he not insane, he has more in common psychologically with Penguin than Riddler, Ivy, or even Harley Quinn.
