The only thing that changed on release day was a random slot being added and one being added for Goro, who was pre-order bonus. NRS E3 demos have shown what is pretty much always the final base roster count since MK9.

you can pick the top tier characters every time in any fighting game but that will never guarantee you a victory, for example in mkx Kotal and Reptile made it to evo finals during the early life of the game yet they were low tier, hell many times is the way characters are played why they become top tier in the first place, i can guarantee you Erron Black wouldn't be as high as he is in the top tier if Sonic Fox had never picked him up.
And is not just for MK it aplies to all figthing game, for example Q is easily one of the worst characters tier wise in Third Strike yet Kuroda make him works in such a way that he can easily defeat almost any player that uses the best characters in that game like Chun Li and Yun. And that is not just skill you are also completely ignoring that matchups also hugely affect how you are suppose to play a character and what of that character is convenient for certain situations.
TLDR you can dislike NRS games for a lot of things but grossly overestimating their metagame and mechanics will only make you look like a ignorant loud mouth.

Injustices problem was everyone controlled like Makato, terrible walkspeeds balanced out by very fast dashes.
You had to dash or jump to control space.
Definitely awkward at first, but once you got over you could play normally.
Most characters had far reaching footsie normals to overcome it, but a few characters were left in the dust with t rex normals.
In Injustice 2, walkspeed has been significantly buffed to where you zoom around the screen.

This shit, plus the trailer, is clearly meant to be a showpiece, and in being a showpiece it is highly representative of the final product.
The only way devs go back and revamp/rework/redesign anything is if everyone kicks up shit over how much they dont like it.
