Because he was dead/incapacitated for a long time. He was executed around 1988 and didn't get brought back until the tail end of Hals stint as the Spectre which was around 2004. Before that he did all the stuff Johns had him end up doing except he wasn't as calculating about it. He had already attempted creating Rings at Qward to fight against the GL corps, it just ended with Hal beating the shit out of the Qwardians. Kilowog finally restores Bolovax Vik on a new planet but immediately Sinestro blows it up (this is what got him executed in the first place). Eventually made John go insane on the Mosaic world before being exorcised from him back into the Central Power Battery then brought back to life by the Guardians just to get his neck snapped by Hal. Most people just used other villains in their runs as Sinestro was either out of commission or just not apt for the story. Like Marv Wolfman tried making Goldface as Hals big bad when he started writing the book which was pretty good.
