Babs as Batgirl was always like that. She didn't get serious until she got shot in the spine. What you're seeing is a return to form.
Stephanie, is the one that got turned into Babs, not the other way around. Stephanie as Spoiler, and even as Robin, was the white trash cape. She had an absentee criminal daddy, a mom on drugs, she dropped out of school, and got teen pregnant. She was there to be a magnet of all the "a very special episode" topics that writers like Dixon wanted to cover but couldn't use the squeaky clean heroic nerd Tim Drake to cover.
It wasn't until Stephanie became Batgirl that she got turned into a Blonde Babs, and lost all that stuff, only for it to be replaced with spunky snark and "Strong female role model" crap.

Refn could make an amazing Batwoman or Cass Cain Batgirl.
I can't see his style working for Barbara or Steph. Or for DC in general, though they'd be insane not to get him. Unlike Snyder, Refn can make a film where the striking visuals actually enhanced the plot, rather than existing in substitute for one.
