There's still things like the mammal inclusion initiative forcing Bogo to hire someone he doesn't want. Make it a little bit grittier. Be political about it. "Proactive policing" versus "community policing." Maybe the ZPD starts adopting more aggressive tactics. Judy can start questioning the ZPD's methods, have a crisis about her career choice. Nick could have more ambiguous, questionable methods to solve cases.
