PnF's episodes were VERY formulaic. Moreso than any other cartoon's to my knowledge.
Nowadays it's ok because people have lower expectations/wants/desires/whatever, but back then I think it'd just be annoying to watch the same episode over and over again.

Not really, a mojority of 90s shows had a formula of some sort. The difference between those and p&f was that Phineas & Ferb's entire gimmick was the formula and how they change it up each episode.
