I have to agree, this wasn't a good issue. It feels like they want to push Carol is wrong, but as anons said stopping the guy after he stole the tank but before it blew up killing thousands of people is a good use of Ulysses that makes a lot of sense. The only way it wouldn't make sense is if they were charging the Canadian Ninja with several counts of reckless manslaughter for the people he would have killed but didn't, but the comic doesn't impart that (and that wouldn't be Carol's doing, that would be the legal/justice system. He had already committed crimes that he could be prosecuted for legally).
Also, the use of Ulysses's powers doesn't seem like "bank robbery" is within his bailiwick, as most of his predictions are about him "experiencing" the probable future where a great disaster happened. Unless he just happened to read the paper in one of those futures and it had the robbery printed in it, I'm not sure how he would have predicted it, or why he would feel the need to get that kind of information when he's in his future.
I do want to say this though: love how evil and cool Canada is in the Marvel Universe. Got Alpha Flight, super secret black-ops mutant experiments, and the CANADIAN NINJA SYNDICATE.

First arc is about her being stressed about with plenty of tony cameos then caps off with civil war setup with tony and carol arguing now we are back to the civil war tie ins.
