There's a stark difference though
While Arrow has stupid ideas, they're also present and acted in the most boring and wasteful ways possible.
Gotham has crafted a groove around taking dumb ideas, and not so dumb ideas, and just hypering them up. So that even the weakest parts have entertainment value.
