I think it simultaneously needed more freedom and to be reined in a little. Adult Swim would have just let Jhonen do whatever and that may or may not be bad. It would have been a totally different show, though.

On the one hand, I did kind of appreciate that it gave us a slightly toned-down version of Jhonen's usual weirdness. On the other, Zim was harvesting organs from children in the 3rd episode as it was.
I think it could have made it on regular CN at the time. [as] would have pushed it too much towards the JTHM side of things.

Never know, early AS was pretty lax on some things. Brak Show wasn't nearly as adult as Sealab, which only got more ridiculous as they made more assets for that show instead of rehashing the same episodes for animation. They could have easily have let the show do its thing and only insist it didn't hold back on whatever really non-kid friendly thing it might have done.
Now, who's to say. Though we know current CN would probably make it like AT where the weirdness is just forced and awkward in the sense that it's so obviously forced. Oh, and Zim would routinely reference old and new alien films in light-hearted parodies while also having a new laugh that goes "AYY LMAO!" that sounds like "I'm a lame-o!"
