I don't know that it's necessarily that so much as it needs a name creator on it. Venom is popular enough to carry his own book (his last ongoing went 40-something issues), but it launched with Remender before Bunn (before he was a bit more well-known) took over and it slowly slipped.
I don't disagree that bringing Eddie back would bring a sales boost, but I think it would be a temporary one. You need a solid well-known creator on the character, and you need to stop straying from what made the character popular in the first place, especially at the launch of a book (like they did with Space Knight).
