Kai was a 9AM show, DB/Z/GT was always on at 5PM I think, they have different standards for morning cartoons and afternoon shows. I'm pretty sure One Piece used to be on at 5PM too but then they wanted it for Dream9 so they moved it to the morning with Kai and it became noticeably less bloody.
Old Doraemon had tons and tons of nudity but they never showed loli vag even once.
There was something uncomfortable about the Bart Penis Gag.
Like I get the joke is "You didn't expect that we'd actually show it, but we did!", and that works for stuff like South Park or Family Guy when they go for the more gross out jokes. But Simpsons didn't used to stoop down to that level.

point out, dick in cartoons are hardly a new thing. The difference is when Shin-Chan's penis isn't the only fucking thing on screen when they do it. Because in The Simpsons Movie there's nothing else to look at, the joke is literally 'look at his penis!', so it feels stranger when The Simpsons do it then certain japanese kids shows.
