The Holy Roman Emperor was crowned by the Pope and thus ruled via divine authority, therefore they were holy.
Being crowned by the Pope they were subservient to the authority of and officially related to the Roman Catholic Church, but they didn't actually control Rome so that one's a bit of a toss up.
And the HRE only stops being an empire if you just call all of it "Germany", which no one did when it existed. Being an empire just means that various different nations are ruled by a single authority which the HRE was.

So the Holy Roman Empire was holy, maybe Roman, and definitely an Empire.

To be fair, OP, you don't carve out an empire by being nice. Almost by definition, being an empire requires that you be willing to fight wars of expansion, killing and oppressing others for little reason other than to have greater territories at your disposal.

For all their advancements, the Romans were a pretty brutal, often needlessly conservative lot. We're talking about a people that literally cheered on the rape and murder of foreigners as a form of entertainment here.

The problem is that you're using the modern definition of an Empire instead of the traditional definition. You're also assuming that everything the HRE ruled was just Germany, which isn't true at all.

An empire is a territory ruled by an Emperor, or King of Kings. Basically, to be an Emperor you need to rule over more than one kingdom at once. The borders of the HRE changed and shrunk over time, but it controlled Germany, Bohemia (which wasn't considered German at the time) Burgundy, and Italy. Therefore the Holy Roman Emperor ruled over at least four kingdoms, making him a king of kings.

From a modern perspective, the only way to make an empire 'good' is to go pic related style, where the original emperor rallied multiple smaller nations together in defense against some greater foe, and everyone decided he was so great they wanted to be ruled by him.

Or have the unification have occurred so long ago that all the nations within the empire are basically on equal footing at this point.

of course not. The Roman democracy was far superior to the greek one(not to mention longer lasting) because the underclasses also had representation. Plebeian Tribunes and Assemblies were a thing, Assemblies by tribe, centuria and curias were a thing, the magistrates and the senate were a thing, all had relevance well into the empire.

Rome had some positives, but if they decided they didn't like you you were completely fucked. The longer they went on for the worse they got, and by the Late Republican era they were pretty awful. Just look at the Third Punic War. They committed genocide just to get Cato the Elder to shut up about it. Then they burned Corinth, the largest city in Greece, to the ground and took so many slaves that it ruined their economy.

First of all, Carthage never intended to raze the city of Rome. They were going to occupy it and force the Romans to surrender, and likely de-militarize.

Second, the Third Punic War had almost nothing to do with the previous Punic wars other than the fact that Cato thought fighting Carthage would make Romans more Roman again. The Third Punic War happened 50 years after the Second Punic War, and Carthage had done nothing in that time. If Rome had wanted to burn Carthage in response to Hannibal they would have done it when they captured Carthage in the Second Punic War.

They didn't teach anyone a lesson in the Third Punic War, they did it in the Second when they destroyed their empire. The Third Punic War was just a bunch of people burning an already humiliated former enemy to the ground because some old guy wouldn't shut up about it.

They literally formed a militia because the Numidians were raiding them and Cato the Elder freaked out about it. The Romans wanted the Carthaginians to just sit back and get their asses sacked by Numidia repeatedly, and when they tried to defend themselves Rome declared them a threat. They weren't a threat. They didn't have the empire they used to. They were just a couple of cities in Northern Africa that couldn't even defend themselves.

Everything about Carthage being a "threat" was bullshit that Cato made up to justify the war he wanted to start just to make kids these days tougher.

And even if they had wanted to end the Carthaginian "threat" they still didn't have to burn the entire city to the ground, they could have just occupied it like everyone else. They burned the city because Cato would have kept pestering them if they hadn't, not for any actual reason.

quite a big deal better, the Empire was only good for the first 100 years. The Romans CONSTANTLY complained about moral decadence and degenerancy even as far back as 300 BC, like, as soon as they began living even moderately comfortably they started having moralfag issues. Needless to say, they were more or less trusthworthy and the trade network of people who trusted them spoke for it. Legal institutions helped too.

During the empire the power became so concentrated around a few and yet reached so far it was bound to become a clunky bureaucracy to be exploited. A good, strong emperor like Vespasian or Trajan would make that shit work, a bad one like Commodus, well, it's history.

And they didn't get mad because Rome ran out of money, they got mad because they never received any of the supplies they'd been promised. Rome basically agreed to give them a bunch of shitty land and a couple years worth of supplies to tide them over until they could grow something. Even though the emperor did send the supplies none of them made it due to embezzlement. When the Germans didn't receive the food they'd been promised they were both really angry and needed to find something to eat to avoid starving to death, so they decided to take it from the people that were supposed to give it to them in the first place.
