An empire is a territory ruled by an Emperor, or King of Kings. Basically, to be an Emperor you need to rule over more than one kingdom at once. The borders of the HRE changed and shrunk over time, but it controlled Germany, Bohemia (which wasn't considered German at the time) Burgundy, and Italy. Therefore the Holy Roman Emperor ruled over at least four kingdoms, making him a king of kings.

If Rome had wanted to burn Carthage in response to Hannibal they would have done it when they captured Carthage in the Second Punic War.

The Romans were actually pretty happy to have the Germans, since they agreed to develop land that wasn't being used. And they didn't get mad because Rome ran out of money, they got mad because they never received any of the supplies they'd been promised. Rome basically agreed to give them a bunch of shitty land and a couple years worth of supplies to tide them over until they could grow something. Even though the emperor did send the supplies none of them made it due to embezzlement. When the Germans didn't receive the food they'd been promised they were both really angry and needed to find something to eat to avoid starving to death, so they decided to take it from the people that were supposed to give it to them in the first place.
