Depends. Sometimes it's just that a design and name seemed cool to some fans and they feel like it was a waste more wasn't done with it.

Other times a character has an interesting background and some loose ends that were never tied up, and then was forgotten about, so the character had enough going to endear them to fans and leave fans wanting more.

It's even worse when the character gets absolutely shat on by the next writers who pick them up, or have some cool stuff done with them only to have other writers undo it or mischaracterize them.

So yeah, sometimes there is potential that is wasted, absolutely.

It's a suit at first and then at the end it's implied that she's actually become orca, I'm pretty sure.

She makes a big deal out of becoming Orca permanently when I don't think it'd be a huge deal if she were just becoming a buff woman. She appears in a prison break later on in her orca form, so- even if the writer didn't intend for it to be her, it became that.

Nah, there was ManBat, but there was also the weird episode where Catwoman gets turned into a literal catgirl by a scientist who wants to watch her get fucked by a cat that he spliced to be more human-like. And I'm not even making this shit up.

Then of course there was Cheetah who everyone adores, and the splicers in Batman Beyond which was one of the cooler episodes of the later seasons. Then they kind of went full retard with the "Kobra" terrorist organization (not to be confused with Cobra from GI Joe, even though they're basically a ripoff of them) splicing themselves into Dinosaur men because the writers went bonkers at that point.

I do like the 'noble goals in mind but gets lost along the way' angle but it seems like she goes to evil too fast too easily. Hell I think with a decent enough writer she could have convinced Batman to help her and do some corporate espionage to bring the company's crimes to light rather than just try to bite his head off.

That would make her anti-corporate stance more sympathetic, since businesses are always bigger polluters and dirtier in the cyberpunk future.

She's a brilliant geneticist but she's forced to be a female Amygdala because she can't get a job doing science anymore. Every night under cover of darkness she has to carry crates and beat guys up for people she's ten times smarter than for a wad of crumpled bills. All the time she knows that Batman could pop in any second and throw her in jail like Croc or Ivy.

The one thing we don't get to see much is Gotham's henchman culture and how the lower class accommodates the fact that literally half the city is associated with the supercriminal industry, and not everybody ends up as a headliner. For every Riddler or Joker you've got a lot more Voxes and Doodlebugs and Orcas

Make her an actual reasonable villain. If you're going to keep her as one of Batman's (i'd say giving her to Terry or Aquaman is better) you have to realize that there are too many fucking psychos who have good causes at first glance that get fucked up by their psychosis. Make her a legitimate environmentalist that slips into eco-terrorism because nobody respects her or her cause. Make her rob large businesses to try and fund research and lawsuits against those same businesses while working has regular hired muscle on the side, where she is about 5 times smarter than all her bosses and thug coworkers.

And you can even set up a redemption arc where she works as a consultant to Wayne Enterprises and Bruce's/Terry's underwater specialist when Arthur can't be there.

Orcas aren't really berzerkers though. They're pretty methodical and co-operative in their hunting strategies. In one famous case they'd alert whalers as to the location of other whales in exchange for the lips and tongue.
