Actually depends on the version of the character, the Phantom Lady is a mantle that's been passed between 5 different women. Usually she turns invisible and/or generates field of darkness, but there's also been energy blasts, intangibility, illusions, and teleportation.
Which, again - now she's seen as the Ms. Fanservice of any team she's on but at the time they came up with her this was actually a big step forward for female characters with how she did all sorts of spy stuff.

It had some nice homages to parts of the old series and the way they introduced the Freedom Fighters was cool. Turning the Manlet into a two-gun rocket man was more fun than I thought it'd be. Sales on this must have been so low for them not to follow up with a Freedom Fighters series. The next time Phantom Lady showed up was in Convergence and it's an unnamed Sandra Knight in an alternate earth so it looks like this is the last time we'll ever see Jen.

You can use the character and the name and the costume but you can't use any of that in promotional material, so you can't use the words Phantom Lady on a cover. DC also owns parts of the character like her goggles and yellow and green costume but the red and blue are public domain. I'm not sure how much DC owns and I don't think they are either and that's why she keeps showing up as either a diff character or as just Phantom Lady with no real name or backstory.

Going full public domain is impossible, do you have any idea how much WB's lawyers would fight to keep control of ANYTHING under their umbrella? The reason Sony and Fox won't let go of their movie rights is because everyone knows that having a superhero with any amount of recognition is like owning a money factory. It doesn't even matter what kind of quality gets put out people will buy it and they'll retain the rights. Even if there's a spectacular failure like F4 they know it's better to keep the property and just try again in a few years.

Well but with Phantom Lady it's a little different. Fox and Sony have contracts dictating what is and what isn't allowed to happen, how much money changes hands and to whom the portions go. With Phantom Lady you have a character who is only partly owned by a corporation who doesn't really do anything with her. She's far from being Spider-Man or the Fantastic Four but she's so important to the history of comics that they won't let her go. They're fucking themselves over by not capitalizing on properties like her and the Freedom Fighters.
Looking at the archive, there's a thread where anons were saying they wanted Phantom Lady and the Human Bomb on the Doom Patrol. I'm a canon fag (could you tell) so I don't want random people on the DP but those two would fit in pretty well and boost their profile. Way's new lineup already has a couple new OC's so why not bump a couple unknown F-Listers?
