you can judge a show just by the pilot, I remember the My life as teenage robot pilot wasn't particularly good either (specially in the design department) yet it improved a lot once it got picked up.

The Uncle Grandpa pilot was made in 2008 and didn't get picked up until, what, 2013? The Phineas and Ferb people were pitching their show for a decade before it got picked up. Wander Over Yonder was in development since Foster's Home and it still took Craig to leave CN and go to Disney before it finally got picked up. It's not unheard of.
