At any given time 99% of the anime industry's talent is tied up animating the dozens and dozens of shows that are made each season. Securing some of that talent and ensuring you get what you want out of them is difficult for an American studio compared to just shipping it off to Korea, where they already have long standing relations.
And it's not like we're lacking our own talent stateside that can do cool fight scenes (see: Motorcity). It's usually just much more expensive.
Also action shows in the west are pretty dead right now, so there's no real motivation to do crazy fight scenes. Might be making a comeback, though. Time will tell.

From what I have seen so far, it is implied that Bucky in the MCU has been injected with the HYDRA/Soviet version of the super-soldier serum making him much stronger than Steve as he probably has a higher dose (see how they were experimenting on him back in the scene where Cap breaks him out? It is probably the reason as to why he survived the fall in the first place) of it on his body. Bucky in the comics wasn't a superhuman, and all his training came from the Red Room, as well as not being HYDRA.

Black Widow's, even though it shows off her mainly relying on surprise attacks and hiding, and downright needing to rely on a garrote to even try and hurt Bucky?
Bucky himself, who relies on a mixture of brute force and any weapon he can get his hands on - be it guns, knives, or even Cap's shield - and doesn't really try to avoid hits so much as he does just try to tough them out?
Or maybe Steve's which is honestly the only one that raises any questions for me. His fighting style would most likely be primarily punching and grappling - given most U.S. military branches didn't adopt shit like roundhouses and flying knees for decades - but even that can just be handwaved as getting a quick refresher on modern Semper Fu courtesy of S.H.I.E.L.D. or some shit.
In terms of actual choreography, you actually see the hits connect with no rapid cuts showing the frames before and after impact (A glaring issue in most of the Marvel films, most glaring in my opinion being Guardians of the Galaxy), and my only problem by that point is the sudden cuts without any reference to the upcoming change of location - they don't show off the van Steve slams Bucky into, for example.
