When it world builds or provides interesting characters interactions it's fine. That's not what Yearbook did though. It was mostly boring outside of maybe two stories. Should have just did a pure Damian crossover arc or something instead if they absolutely needed to publish issues between the end of the real arc and the relaunch.

The answer is that Raven along with Beast Boy were two of the most popular characters from the show, so they're basically always going to be regulated to Teen Titans in the hope that nostalgic fans will buy the comics for them. And also shippers that want them together,which I'm admittedly a part of
It's a shame, because I feel like they both have potential to be so much more than just being Teen Titans. Raven could be a part of the larger mystical side of DC, and I imagine Beast Boy would work well as a guy roaming the wilds and fighting poachers and weird-ass cults.
Hell, given the popularity of the pairing, it's a wonder that they haven't been given a team-up series. That would sell to shippers no matter how terrible it is.
