It's not just that the guy got turned into a tree, it's the full circle that he was turned into a tree, and the girls that Allison snuck in with were sacrificed so that their blood can water him, so that he can produce the fruit Mottom uses to make herself appear young and that she fed to Allison as well. Lying to the courts is reprehensible, and a rank officer soliciting a prostitute is shameful. Everyone got what they deserved. And if how the prostitute was treated (receiving both a job and an education) is any precedent, the boy will receive an education, without having to worry about food or shelter (unlike the rest of the omniverse), which would not have happened if he was raised by a prostitute.
Hell, the great Solomon David himself personally talked to a people about a, relatively speaking for a demiuge, petty or minor problem before ascribing something appropriate to the law (appointing a prominent imperial clerk). And if it's any precedent, he probably does this plenty.
Compare this to the rest of the Seven; there is little to no sense of rule of Law, and any sense of "legality" is enforced arbitrarily with no sense of justice beyond the will of executives of the state. If you've ever lived in a country without a proper Rule of Law (I have), and in comparison to the rest of the omniverse, Solomon David's rule is just but firm. (Hell, if given the choice, Abbadon would rather live under Solomon David then anyone other Demiurge)
