The in game UI is based on Brother Eye as well. So story and fighter selection is likely based on the Tower Of Babel arc where the League Of Assassins stole Batman's secret files on how to take down other super heroes.

They seem slightly reluctant to outright say that you'll be able to just straight up turn it off which understandable considering it looks kind of bad if the first thing you say about your biggest new mechanic is that it's completely optional. But people keep asking and they've been giving vague answers saying that things are still early but for tourney players not to worry and that they will have some form of non-gear matches in the final game. I'm guessing that there will be options for both online and local vs to play without the stat bonuses on and that they just don't want to make a big deal out of it since it's the game's first big showing and they want to get all the casuals excited about using gear.
