It's such an odd first appearance. It isn't until her third back-up feature that she actually puts on the costume and goes out to do stuff.
Not that any of it matters as there weren't any more DC stories that followed her narrative. After her introduction she was just this background slut who would hit on random characters for one panel and then disappear.
Her dialogue is consistently this playfully choppy, so there's that at least.
