Multi-dimensional. Having experience with actual women and their lives so you're not just guessing how a woman would react. Knowing that they can be human too but at the same time face different pratfalls than men so you can't just write a genderless man in her place

Complexity, believability, compelling-ness. Same shit that makes good male characters.
Stop thinking of them as 'female characters' and think of them by the role they have in the story and whether or not they play to that role well.
Greg Rucka and Gail Simone write the best women, you can't prove me wrong.
