Lance seems to be the most ill-defined character in terms of team role because only his negative traits are given the most obvious attention, but let's look at him more closely.
His positive qualities:

I think Lance's overall role is meant to be group combat strategist.
This is a role Lance will grow into after he starts to accept that he'll never be as good a fighter pilot as Keith, but he's showing signs of it already while being part of the infiltration missions in the later episodes. He has the coolest head and clearest assessment of the situations they find themselves in during these scenarios, with other characters coming to similar conclusions after Lance has already done so. Lance's main problem is his negative qualities are putting him in competition for a role he isn't suited for.
Once he sees that and goes through some character development, he'll settle into the position of group tactician.
